There shall be school crossing guards in such number as Council determines who shall be appointed by the Director of Public Safety and who shall not be on the competitive classified civil service list of the Police Division. The school guards shall be assigned to traffic duty upon the public streets and grounds adjoining and in the vicinity of schools of the city and, in connection with such traffic duty, shall have the same power and capacity and be subject to the same duties, obligations and liabilities as patrolmen.
