(A) For purposes of this section only, DEPARTMENT HEADS includes the following positions: Director of Public Service; Director of Public Safety; Director of Law; Director of Finance; Planning Director; City Engineer; Building Commissioner; Superintendent of Utilities; Health Commissioner; and Director of Parks and Recreation.
(B) All department heads, as defined in division (A) above, are hereby required to attend all regular and committee of the whole Council meetings at which an ordinance or resolution pertaining to their respective departments is to be voted upon or discussed by Council. If a department head is not present when Council is to vote on an ordinance or resolution pertaining to his or her department, such ordinance or resolution may, at the option of the sponsor of such legislation, be tabled until the department head can be present.
