Personal property not needed for municipal purposes shall be sold, by the board or officer having supervision or management thereof, at either the annual city auction conducted by the Police Division or upon authorization of Council by ordinance, which shall set forth the method of sale. For the purpose of this section, PERSONAL PROPERTY means all assets owned by the city, except real property.
