(A) Service of any written notice required by this chapter may be given by certified mail directly to the last known address of the person to be notified or delivered personally in the same manner as a summons in a civil action by the Agency or, if the whereabouts of such person are unknown, by posting such notice on or near the entrance to the premises source or equipment wherein the violations have occurred.
(B) Service of any written notice required by this chapter shall be made on the Administrator personally or by certified mail directed to:
