The Parking Commission shall have the power to establish for a trial period, not to exceed 90 days, the parking hours and reasonable off-street parking fees and the method of collecting such parking fees. Council may, by ordinance, change or do away with any regulation established by the Commission at any time prior to the expiration of the 90-day period. At the expiration of the 90-day period, any regulation established by the Commission shall be null and void unless approved by Council.
