Subject to the approval of Council, the Parking Commission shall have the power in the name of the municipality to lease any and all lots, garages, parking terminals or other structures and accommodations for the parking of motor vehicles. Before making or executing any contract for the leasing of such parking facility, the Commission shall give opportunity for competitive bidding, under such rules and regulations as are provided by the ordinances of the city. All such leases or contracts to lease shall be based on at least three competitive bids and shall be awarded to the highest responsible bidder; provided that, any such bid or bids shall not be lower than the total anticipated cost to the city for the acquisition, construction, operation and maintenance of the parking facility or facilities.
