§ 359.02 ESTABLISHMENT; MEMBERSHIP.
   (A)   There is hereby established a Parking Commission which shall consist of four members. Three members shall be appointed by the Mayor, all of whom shall be residents of the city and not more than two of whom shall be members of the same political party. The fourth member shall be the President of Council and shall not have a voting privilege. The first appointment to the Parking Commission shall be made on or before 3-1-1956. Those first appointed shall be designated to serve three, four and five years respectively from such date and, thereafter, members shall be appointed annually to serve for five years; except that, any vacancy shall be filled by the Mayor for the unexpired term. The Commission shall select from among its members a Chairperson. The members of the Commission shall serve without compensation. No action of the Commission shall be valid unless authorized by a vote of the majority of its members taken at a meeting open to the public.
   (B)   The Director of Finance shall maintain proper accounting and financial records and shall make an annual report to Council.
