In the event of a conflict between a provision of the ICC International Property Maintenance Code, as adopted in § 1462.01 of this chapter, and a provision of any other technical code adopted by the city, the stricter standard shall prevail. In the event of a conflict between a provision of such code and state law, the state law shall prevail. In the event of a conflict between a provision of such code and a city ordinance, resolution, rule or regulation, the city ordinance, resolution, rule or regulation shall prevail.
