§ 1448.01 REQUIREMENTS FOR DWELLINGS AND ADDITIONS.
   Every new dwelling and every new addition to a dwelling shall have properly installed thermal insulation with the resistance factor of R-19 or U = .05 (U = coefficient of heat transmission) in or under the roof or in or above the uppermost ceiling of the structure and shall have properly installed thermal insulation with the resistance factor of R-11 or U = .07 in the outermost exterior sidewalls. All insulation shall be of an Underwriters’ Laboratories listed Class C or Ohio Building Code Class D.
