(A) The City Council hereby establishes a collection service fee of up to 33-1/3% of the balance to be assessed to past due court fines and costs, and unpaid utility bills, which are turned over to a collection agency.
(B) The Council hereby authorizes said collection service fee to be automatically assessed once any past due account is turned over to a collection agency.
