Five copies of specifications and of plans and elevations, drawn to scale with sufficient clarity and detail to show the use of all parts of the building or structure, and in compliance with this Building Code and other pertinent laws and ordinances, shall accompany every application; except that, the Building Commissioner may, at his or her discretion, modify or waive this requirement when it is evident that the work can, because of its character or triviality, be sufficiently described in an application.
