The Mayor and the President of Council are hereby authorized and directed to provide for the code of regulations of the Barberton Community Foundation, substantially in the form of the code of regulations on file with the Clerk of Council, with such changes, if any, as may be determined by the Mayor or the President of Council to be necessary or appropriate to achieve tax-exempt status for the Foundation or to comply with applicable laws or otherwise, and as are not inconsistent with this chapter and not substantially adverse to the city. The affirmative vote of the Mayor or the President of Council to adopt the code of regulations shall conclusively evidence the determination that any changes are not inconsistent with this chapter and are not substantially adverse to the city.
