No person shall permit livestock belonging to or in his or her charge to wade, swim or stand in the waters of the Barberton Reservoir or of Wolf Creek above the Reservoir or of any stream or watercourse tributary thereto, or to run at large upon the property of the city adjacent to the Reservoir within 20 miles of the nearest corporation line of the city.
