No person shall maintain, have or use boats on the Barberton Reservoir or on Wolf Creek above the Reservoir or on any stream or water tributary thereto and above the Reservoir within 20 miles of the nearest corporation line of the city, except that officers of the city having care of the Reservoir may maintain and use boats for the purpose of removing driftwood and for such other work as may be necessary for the purification of the city water supply and the preservation of the city property.
