No person shall maintain within a radius of 20 miles from the nearest corporation line of the city, and upstream along Wolf Creek from the water supply intake of the city, any privy vault, catch basin or other receptacle for sanitary or domestic sewage, barnyard, pigsty, hen coop, hog wallow, garbage heap or rubbish heap, within 500 feet of the Barberton Reservoir or of Wolf Creek above the Reservoir or within 150 feet of the high water mark in any ravine, run, swale, drain, sinkhole, stream, ditch or other watercourse, whereby water may flow directly or indirectly, permanently or at intervals, into the Barberton Waterworks Reservoir. However, this section shall not apply to the maintenance of any privy vault so constructed and maintained as to prevent the material deposited therein from overflowing onto the surface of the ground. The owner, tenant or lessee of property on which such a vault is located shall have it cleaned at such frequent intervals as to avoid overflow and shall cause the matter removed to be buried at a point not less than 500 feet from the Reservoir or any ravine, run, swale, drain, stream, ditch or other watercourse tributary thereto. Further, this section shall not apply to the maintenance of any barnyard, pigsty, hen coop, hog wallow, garbage heap or rubbish heap so located or constructed that no filth or unsanitary matter can drain or flow into the Reservoir, if the owner thereof has obtained from the Director of Public Service a certificate of such facts.
