(A) The State Department of Agriculture is hereby authorized to place in the Barberton Reservoir fish suitable for propagation in its waters, such as blue gills, large mouth bass, small mouth bass, yellow perch and catfish, but no shad or hickory shad shall at any time be placed therein.
(B) Such Department is also authorized, from time to time, to remove such fish from the waters at such times and seasons as it may desire or when requested to do so by the Director of Public Service. The fish are to be distributed within a radius of 20 miles in such public or private waters as may be agreed upon between the Department of Agriculture and the Director.
