The Tree Commission shall have the power to study, investigate, plan, advise, report and recommend to the Director of Public Service any action, program, plan or legislation which it finds or determines to be necessary or advisable for the care, preservation, trimming, planting, replanting, removal or disposition of trees, shrubs and other plant materials in public ways and upon properties owned, leased or in any other manner controlled by the city.
