The terms of the three persons to be appointed by the Mayor shall be three years; except that, the initial Commission shall include one person to be appointed for a three-year term, one person to be appointed for a two-year term and one person to be appointed for a one-year term; thereafter, each member shall be appointed for a three-year term. In the event that a vacancy occurs during the term of any member, his or her successor, a resident elector of the city, shall be appointed by the Mayor for the unexpired portion of the term.
