(A) Industrial, commercial or individual producers of refuse may transport such refuse through the streets of the city; provided that, such transportation is made in trucks or vehicles so constructed as to prevent the leakage or scattering of the contents thereof.
(B) All such vehicles shall be provided with a suitable tarpaulin which shall at all times cover the contents thereof, except when being loaded or unloaded.
(C) Further, the ultimate disposal of the garbage or refuse must be made without violating any other provisions of this chapter.
