The Council hereby authorizes the Mayor and the Director of Public Service to collect a general lighting utility fee of $3 from each utility customer within the city that pays a storm water utility fee in connection with their real property. The general lighting utility fees shall be used by the city to pay the cost of constructing, operating, maintaining and repairing all of the existing and future street lights and traffic signals throughout the city. Such fees may be changed from time to time by ordinance.
