(A) The Parks and Recreation Commission, through the Director of Public Service and the City Engineer, shall coordinate all engineering and inspection services, including, but not limited to, the preparation of bid specifications needed for the lands or buildings owned or used for park and recreation purposes.
(B) The Director of Public Service and the City Engineer shall provide engineering and inspection services to the Parks and Recreation Commission or hire an outside engineering firm to provide such services.
