Notwithstanding any other provisions of this Charter, including, but not limited to, Section 6.01(b), Council, by passage of an ordinance, shall submit any ordinance to vacate or sell any portion of real property owned and used by the City for park and recreational purposes to the electors on the date fixed in the ordinance and, if not so fixed, at the general election in any year occurring more than ninety (90) days from the passage of said ordinance. If such proposal shall be approved by two-thirds (2/3) of the electors voting thereon, it shall be effective as an ordinance on the fifth (5th) day after the day on which the Board of Elections certifies the official results thereof.
