§ 1040.01 CONSTRUCTION OF WATER MAINS AND SEWERS; PERMISSION FROM COUNCIL REQUIRED.
   No person shall construct any water main or sewer in or upon any street, alley or other public way in the city unless permission to do so is first obtained from Council.
