(A) The city maintains a policy of non-discrimination with all employees and applicants for employment. All aspects of employment with the city will be governed on the basis of merit, competence and qualifications and will not be influenced in any manner by race, color, religion, sex, age, national origin, handicap or any other basis prohibited by statute.
(B) All decisions made with respect to recruiting, hiring and promotions for all job classifications will be based solely on individual qualifications related to the requirements of the position. Likewise, all other personnel matters such as compensation, benefits, transfers, reduction-in-force, recall, training, education and social/recreation programs will be administered free from any illegal discriminatory practices.
