The Director of Public Service is hereby authorized and directed to hard surface (temporary) any Local Class II or Class III street in the city with a two-inch bituminous penetration course, as specified in § 1024.01 of this chapter, on the petition of three-fourths of the owners, or the owners of 60% of the front footage of property abutting upon such designated street. The cost of such hard surfacing, at the rate of $2 per front foot, shall be assessed against the petitioning owners and non-petitioning owners abutting such designated street.
