Council hereby grants to all non-bargaining unit employees, as well as to elected and appointed officials of the city, the option of taking a lump sum payment at the time of their retirement under the public employees retirement system (PERS) equal to the number of weeks of vacation due such person in the year of retirement, up to a maximum of seven weeks, in lieu of taking the vacation time off. This section shall not affect any other PERS regulations, nor shall such lump sum payment be included in calculating the retiree’s pension benefits.
