No tow truck shall have a motor vehicle in tow unless the operator of the truck has authorization to remove the vehicle, such authorization being either in his or her possession or in a log book at the base dispatching office. The authorization of the owner or of an officer of the Police Division shall include, but not be limited to, the name of the owner of the motor vehicle, the name and telephone number of the person authorizing the moving of the motor vehicle, the motor vehicle registration number or the vehicle identification number.
