On or before June 1 of each year, any person, firm, corporation, association, partnership or agency, governmental or private, desiring to operate a residential care facility in the city shall first obtain a proper license therefor from the Health Commissioner. Except as provided in this chapter, no residential care facility shall be maintained and conducted in the city without such a license.
