No person, firm, licensed employment agency, or corporation directly or indirectly involved in a strike or lockout, shall cause or attempt to have caused either directly or through an officer, agent or other entity acting under the direction and control of the above entities, or willfully and knowingly utilize or attempt to utilize any professional strikebreaker to replace employees involved in a strike or lockout at a place of business located within the city. No professional strikebreaker shall willfully and knowingly offer himself or herself for employment, to replace employees involved in a strike or lockout at a place of business located within the city.
