§ 866.06 LICENSE ISSUANCE OR DENIAL.
   (A)   When the Mayor is satisfied that there is a necessity therefor and that the applicant is of good moral character, compentency and integrity and has complied with all requirements of this chapter then, upon payment of the proper license fee, the Mayor’s office shall issue licenses for private patrol watchmen and private patrol agencies.
   (B)   In the event that the Mayor declines to approve such license, the person adversely affected shall have the right of appeal as hereinafter provided.
