§ 866.04 LICENSE APPLICATION; REQUIREMENTS.
   (A)   Application for private patrol agency or private patrol watchman licenses shall be made to the Mayor on forms approved by him or her. Applicants shall be fingerprinted and photographed at the Identification Section of the Police Division.
   (B)   Licenses shall be issued only to United States citizens of full age who have resided in Summit County for not less than one year immediately preceding such application. Licenses shall not be issued to persons who have been adjudged insane, or found upon investigation by the Chief of Police not to be of good character.
   (C)   Any person found upon such investigation not to be of good character shall be entitled, upon request, to a copy of such adverse finding and shall have the right of appeal as hereinafter provided.
