§ 864.05 LICENSE ISSUANCE OR DENIAL.
   (A)   When the Mayor is satisfied that there is a necessity therefor and that the applicant is of good moral character, competency and integrity and has complied with all the requirements of this chapter, then, upon payment of the proper license fee, he or she shall issue licenses for private investigators and private investigation agencies.
   (B)   In the event that the Mayor declines to approve such license, the person adversely affected shall have the right of appeal as hereinafter provided.
