§ 252.07 CONTENTS OF PLAN; SUPPORTING DOCUMENTATION; RELOCATION PLAN.
   (A)   Any urban renewal or redevelopment plan hereafter prepared shall be prepared in such detail as to clearly set forth sufficient information to permit the Planning Commission to exercise its power of approval or disapproval under § 6.01 of the City Charter and such plan shall include, but not be limited to, the following:
      (1)   A description of the boundaries of the project area;
      (2)   A land use plan showing the location, the character and extent of public and private land ownership, the utilities and the use and occupancy proposed within the area;
      (3)   A delineation of the areas of land acquisition and such demolition and removal or rehabilitation, conservation or reconditioning of existing structures, if any, as may be proposed to be carried out in the project area; and
      (4)   A statement indicating the controls, the use and the development and building restrictions to be placed on the property in the project area in order to prevent a recurrence of slum or blighted conditions; and, in addition thereto, such plan or its supporting documentation shall include, but not be limited to, the following:
         (a)   A report showing the proposed changes, if any, in the building, housing or zoning ordinances or in maps, street layouts, levels or grades;
         (b)   A statement from the appropriate city official setting forth the capability of the city to finance that portion of the project costs to be contributed by the city; and
         (c)   A statement of the relationship of the plan to those definite objectives of the city respecting appropriate land uses, improved traffic conditions and transportation, public utilities, recreation and community facilities and other public improvements.
   (B)   A relocation plan shall indicate a feasible method for the temporary relocation of individuals and families displaced from the project area and shall also indicate that there are or are being provided in the project area, or in other areas not generally less desirable with regard to public utilities and public and commercial facilities, at rents or prices within the financial means of the individuals and families to be displaced from the project area, decent, safe and sanitary dwellings equal in number to the number of such displaced individuals and families, available to them and reasonably accessible to their places of employment.
