(A) The Mayor may decline to issue a license to any public dance hall if, in his or her opinion, the applicant is not a suitable person to conduct the same or, considering any other circumstances or situations, such public dance hall would be detrimental to the peace or morals of the city.
(B) Any person aggrieved by a decision of the Mayor made pursuant to division (A) above may appeal such decision, within ten days of such decision, to an appeals board consisting of the Director of Public Safety, the Director of Public Service and the Chief of Police. Such board shall have authority to affirm, modify or reverse the decision of the Mayor and the decision of such board shall be final.
