§ 822.10 WRITTEN DECISION.
   Pursuant to 47 C.F.R. § 76.936, the staff will issue a written decision in a rate-making proceeding whenever it or the Council disapproves an initial or past rate for the basic service tier or associated equipment in whole or in part, disapproves a request for a rate increase in whole or in part, or approves a request for an increase in whole or in part over the objections of interested parties. In the event that the Council has taken action which constitutes a final decision of such nature, the written decision will not be issued until approved by Council. The staff is not required to issue a written decision that approves an unopposed past, existing or proposed rate for the basic service tier or associated equipment. The written decision may follow the announcement of a final decision by a period not to exceed 30 days, unless additional time is necessary for Council approval as required in this section.
