(A) No person shall, except for bills posted on billboards, erected on private property, engage in or carry on the business of billposting or advertising by bill distributing, card tacking or distributing advertising matter of any kind or character in the city, pertaining to merchandise which has not been manufactured in the city or sold by an established merchant in the city, without having first procured a license therefor.
(B) Each and every person so engaged shall procure a separate license.
