The Division of Utilities in the Department of Public Service shall be composed of a Water Treatment Plant, a Water Pollution Control Center, a Bureau of Sanitation, a Bureau of Water Distribution, a Bureau of Sewer Collection, a Bureau of Forestry and a General Utilities office, all under the general charge of the Superintendent of Utilities, subject, however, to the direction of the Director of Public Service.
