(A) The final plat shall be drawn on linen with India ink at the same scale and on the same sheet size as the preliminary plat and shall conform substantially to the preliminary plat as approved.
(B) The final plat shall be prepared by a registered surveyor or civil engineer and shall show the following information:
(1) Name of owner of record;
(2) Name of subdivider, date, north point and graphic scale;
(3) Name and seal of registered surveyor or civil engineer;
(4) Name of municipality or county in which subdivision is located;
(5) Exact boundaries of the tract of land being subdivided shown with bearings and distances;
(6) Names of owners of record of all adjoining land and all property boundaries which intersect with the perimeter of the tract being divided;
(7) Streets and alleys, rights-of-way, percent of grades, street names;
(8) Rights-of-way or easement; location, widths and purposes;
(9) Lot lines and lot and block numbers;
(10) Minimum building setback lines;
(11) Parks, school sites or other public open spaces, if any;
(12) Sufficient data to determine readily and reproduce on the ground the location, bearing and length of every street line, lot line, boundary line, block line and building line, whether curved or straight, and including true north point. This should include the radius, central angle, point of tangent, tangent distance and arcs and chords of all curved streets and curved property lines;
(13) All map lines shall be by horizontal (level) measurements;
(14) All dimensions should be to the nearest one-tenth of a foot and angles to the nearest minute;
(15) Accurate description of the location of all monuments and markers;
(16) Riparian buffers are to be shown on the recorded plat, and the area of a riparian buffer must count towards lot dimensional standards even if the buffer is held as common area;
(17) Utility layouts:
(a) Water;
(b) Gas;
(c) Sanitary sewers;
(d) Storm drains;
(e) Telecommunications;
(f) Electric; and
(g) Active recreation area.
(18) Forms for final certifications. In addition to the certifications required in G.S. § 47-30, the following certificates shall be lettered or rubber stamped on the final plat in such a manner as to ensure that said certificates will be legible on any prints made therefrom, or written documentation accompany the final plat.
(a) Certificate of approval by the Planning Board.

(b) Certificate of ownership and dedication.
I (We), , hereby certify that I am (we are) the owner(s) of the property shown and described hereon and that I (we) hereby adopt this plan of subdivision with my (our) free consent, establish minimum building lines and dedicate all streets, alleys, walks, parks, and other sites to public use as noted. Further, I (we) certify the land as shown hereon is within the planning jurisdiction of the Town of Banner Elk. |
(c) Utility documentation. Written documentation from the appropriate local or state agencies certifying that the water supply and sewage disposal systems installed or proposed for installation in the subdivision meet the local and state requirements, and is hereby approved.
(d) Transportation documentation. If the proposed streets will be dedicated to the Department of Transportation, written documentation from the appropriate Department of Transportation official stipulating that the streets and street drainage systems in the subdivision have been constructed to the Department of Transportation’s minimum construction standards as defined in this chapter. All other streets and street drainage systems shall be constructed according to applicable State Department of Transportation minimum construction standards as described in § 151.46 of this chapter, and said plans shall be approved a registered engineer.
(e) Certificate of approval for recording plat.
