§ 151.06 EXCEPTIONS AND VARIANCES.
   (A)   Exceptions. The standards and requirements of this chapter may be modified by the Planning Board in the case of a plan or program for a complete group development, which, in the judgment of the Board, provides adequate public spaces and improvements for the circulation, recreation, light, air and service needs of the tract when fully developed and populated, and which also provided such covenants or other legal provisions as may assure conformity to and achievement of the plan.
   (B)   Variances. Where strict adherence to any of the provisions of this chapter would cause unnecessary hardship, due to topographical or other conditions peculiar to the site, the Planning Board may recommend and the Town Council may approve a variance. The reasons for the granting of any such variance shall be clearly specified and entered into the minutes of the Town Council.
