Any driveway, culvert, bridge or other installation for which a permit is required by subchapter and which is installed or constructed without such permit having been obtained, or is not properly maintained, is hereby declared to be a nuisance, to be abated in the manner prescribed by Ch. 94 of this code of ordinances.
