(A) It shall be unlawful for any person to place any culvert, bridge or pipe over or across any ditch or drainage facility of any street, without first obtaining a permit to do so from the Zoning Administrator.

(B) It shall be the responsibility of the property owner to keep and maintain his or her culvert in good and proper working order at all times.
