No person shall deposit or leave exposed on any street or public place or upon any premises, whether or not owned or occupied by him or her, any animal or fowl carcass or part thereof or any decaying flesh or vegetable matter or any other kind of garbage or refuse or offensive matter calculated to create a public nuisance or endanger public health; and any violation of this section shall constitute a nuisance which, if not abated forthwith by the person responsible, shall be abated by the town at the expense of such responsible person or the owner or occupant of the premises upon which such nuisance exists.
