§ 70.02 APPLICABILITY OF REGULATIONS TO PERSONS PROPELLING PUSHCARTS, RIDING BICYCLES OR THE LIKE.
   Every person propelling any pushcart or riding a bicycle or an animal upon a roadway, and every person driving any animal-drawn vehicle, shall be subject to the provisions of this traffic code, which are applicable to the driver of any vehicle, except those provisions of this traffic code which, by their nature, can have no application.
