During the effective period of any water supply shortage as provided for in §§ 50.087 through 50.090 of this subchapter, the Town Council is empowered to promulgate by ordinance such provisions and requirements as may be necessary to carry out the provisions of this subchapter, any water supply shortage declaration ordinance, or water shortage rate ordinance. Such ordinances may be adopted at a special or emergency meeting of the Town Council, if statutory requirements are met.
