The Banks City Council is the Local Contract Review Board. The Contract Review Board of the City of Banks (CRB) adopts by reference O.R.S. Chapters 279A–279C as the rules under which the CRB shall operate along with following the Attorney General’s Model Public Contract Rules Manual. The Board may adopt new rules by a majority vote if such rule is unlikely to encourage favoritism or substantially diminish competition and the new rule will result in a cost savings for the city.
