Consistent with O.R.S. 357.621, the City Council may not abolish or withdraw support for the city library without first holding at least 2 public hearings on the matter at least 90 days apart. The Council must give public notice of the public hearing in a newspaper of general circulation in the area for 2 successive weeks at east 30 days prior to the first hearing.
