(A) Each year, the Library Director with the help and review of the Library Board and the City Manager shall submit a proposed budget to the City Budget Officer according to the guidelines, ordinances and statutes prescribed for the Library Department.
(B) The proposed budget shall be reviewed in the city budget meeting process the same as other city department budgets.
