(A) A majority of the then-appointed Board shall constitute a quorum. A quorum of the Board is required for the transaction of any business or to conduct any proceedings before the Board.
(B) The Board shall adopt, and may from time to time amend, rules for the conduct of its meetings and hearings. Any such rules shall be consistent with any ordinances, resolutions, or laws of the city and the State of Oregon regulating the Board. Meetings of the Board are subject to the Oregon Open Public Meetings Act in O.R.S. 192.610 to 192.690. The Board shall convene when necessary to discharge its duties. However, it shall meet not less than 6 times within every calendar year. By no later than the first regular meeting of the Board in January of each calendar year, the Board shall establish regular meeting dates and the place for the meetings.
