(A) Upon a declaration of emergency, the Mayor is empowered to assume centralized control of and have authority over all departments and offices of the city in order to implement the provisions of this chapter.
(B) In the event the Mayor is unavailable or unable to perform his or her duties under this chapter, the duties shall be performed by:
(1) Council President.
(2) City Manager.
(C) All references to the Mayor in this chapter shall be deemed to refer to the elected Mayor of Banks or to the Mayor's successor as provided in this section.
