(A) The purpose of this chapter is to define the authority and responsibility for emergency planning, to provide a procedure to minimize injury to persons and property and to preserve the established civil authority in the event a state of emergency exists with the city.
(B) The City Manager is hereby appointed as the Emergency Program Manager and shall have responsibility for the emergency program management functions, to include, but not be limited to, program development, fiscal management, coordination with nongovernmental agencies and organizations, public information, personnel training and development, and conduct of exercises to assess and improve the city's capabilities. The City Manager is also responsible for the development and maintenance of the city's Emergency Operations Plan.
(C) This chapter shall be known as the Emergency Operations Code.
